Both the opening of a Baidu Webmaster Tool account and the submission of a website can be done only in Chinese as there is not an option to change the language. However, this is not the main problem. Since June 1, 2017, the "Internet Security Law of the People's Republic of China” doesn’t allow you to register an account unless you have a Chinese mobile number. You can no longer use your email to register on Baidu.

Create an account with Baidu then head over to https://ziyuan.baidu.com/linksubmit/url to submit your website.

You could also look into Shenma, 360 Search, and Sogou.

StartPage

StartPage do not and cannot manipulate the final results we receive from Google in any way.
